Yes, there is a timeframe on SOL. It varies from state to state. You need to check the SOL for collection in your state.

However, in your case the debt is still outstanding, if the creditor hasn't forgiven it. you stated that you recieved a letter from the credior saying he was "writing off the accident treatment", but you did not say what he was doing about the "post treatment." It might be perhaps that you owe for the post treatment. If so, pay it. He did a service to make you better, and the insurance settled with you, so it's only right that he be paid for his service.
