bankruptcy: spending limit

I am unemployed and living on credit cards almost 1 year. I heard that prior to filing bankcrupt, you cannot spend more than $1000 in 30 days in an account? or else, you are not qualify for bankcruptcy? Is it true? I live in California. Thanks so much
