again with a check charge fee question

Scott answered me previously but I need more input. What is the law requiring one to pay for a returned check fee. The store never put the check through my bank in the traditional manner; instead they sent it straight to a recovery division(accidently?),then the recovery division ran the check through electronically. Of course it cleared because the money was there when I wrote the check. Problem being now is they have the check in their office,which seems to prove to them that the check was a returned check from my bank-but it wasn't. My bank would have notified me AND charged me a service fee. I contend the check was never put through the first time the way it should have been. The recovery unit sent a letter and now have called. I told them I thought the were running a scam and to screw off.
