11-12 yr old debt

I would appreciate any help with this...back in 1991 i lived in the state of new jersey..I accumilated an insurance surcharge for points on my license--I moved to pa in 1992...never actually getting a bill for an insurance surcharge....(280.00)or ever renewing my nj insurance. 8 months ago I get a letter from New jersey saying I owe this amount. Now I moved to pa without renewing insurance in jersey and never got a bill for it the surcharge...it took them 11 years for them to send this bill to me and now they are on the hunt to collect...are there any statutes of limitations on a debt that old and are there any suggestions on how I can handle this...?
