Can you negotiate with "store" brand cc's?

Since most of the department store and gasoline company credit cards are ultimately owned by banks...
you even make your check out to the bank name etc.
Can you negotiate the interest rates on these types of cards like you can master,visa etc.???
cards like mobil gas, sears, target, etc. etc. thanks!!
