Yes it is legal. Are you near the credit limit on this account? Have you taken cash advances recently? Are you at the credit limit with other lenders and do you have late pays with any of them? If you've cards maxxed out, are you still applying for new credit? A lot of things are revealed when a lender does an A/R? If they perceive risk, the first move is to raise rates and cut credit limits.
