Your problem here is CITI really didn't cause you any harm. The TOS you signed when you got the card gave them the right to raise your interest rate. The fact that they didb't tell you about your rights really makes little difference. You discovered the problem when you pulled your report. You just have no damages other than hurt feelings. There is also a defense to Citi in the FCRA. It's called negilent noncompliance. In other words, they can say judge we goofed but the mistake caused the consumer no damage.
Any money from this mess will come from successful action against whoever placed the bogus collection on your file. Not from Citi.
