I think you may have misread it. yes, most states use the shorter of the periods. This one is somewhat different, in that it requires that the defendant be a resident of the foreign state when the foreign states limitations period runs out, per the annotated cases (which are available on the westlaw version but not on the Alabama legislatures website)

Quit being so contrary and look things up yourself if you don't believe me.
