Late Fees & Overlimit Fees on Cancelled Credit Card - Help!

My sister got behind on her credit card and called to cancel it. She agreed to pay them $100 but she owed 291.00 to get it down to the credit limit amount. They keep adding an additional 35.00 for late fees and 35.00 for over the limit fees every month. There is no way she can ever get enough money to get it back down under the limit at this rate, except borrow money to pay them. Is there any way to get the credit card people to stop charging these fees? She is more than willing to keep paying on the card, but she can never come up with enough money to satisfy them.
