The SOL letter is good, however in THIS case I would also file a complaint with the FTC and your State's Attorney General's office.

AND in the SOL letter, add the phrase from the letter on my site to CA's regarding identity theft.

This will prevent these scum from reselling the account to another bottom feeder(although there are not many lower than NCO)
