why chat law guy-being sued bcause I moved to another state

First, thanks for all of your explanation. But, Im being confused..

If possible, please answer-yes-no-or provide a 4th grade explanation to these 2 questions.

question-1-My state, California has a supposed 4 year Sol. on credit card debt. Im currently into my 5th year since last payment. Im moving to Rhode Island next month. Mu understanding Rhode Island has a 10 year Sol. Since Im going to become a resident of RI, can I now be sued in Rhode Island??

question-2-On the back of the original contract I signed for a credit card it states, Rhode Island and federal law apply. Does this override my staes Sol. in favor of Rhode Islands?
