If you quit paying them, Citi will sue you plain and simple. For $13,500, I'd doubt they'd even turn it over to a collection agency.
I'd suggest you continue to request a lower rate. Try www.planetfeedback.com-supposedly, these go right to the executive offices.Do you have any credit cards with available credit that you could do a BT?
As a last resort, is bk an option?
