I think what WhyChat meant is for you to call or visit the local courthouse (I'd call first to find out who's got it) and get the file on this judgment, including the Proof of Service papers. This will give you details about the judgment, who, for how much, etc. and the Proof of Service will tell you when the summons was supposedly served, by whom, to whom, where, etc. None of this will invalidate any of your mother's legal rights. It will, however, possibly give you what you need to further fight this. If the summons was improperly served, you may yet be able to get the judgment vacated. See a lawyer on the time limit for this ASAP.

I don't know that there's any way to get the bank to release the block on her account unless and until the judgment is satisfied or vacated.
