When was the last time you paid the ORIGINAL Creditors ??

Calling a neighbor is NOT allowed and a violation of the FDCPA if they already HAVE your correct address and phone number. Calling neighbors to leave messages to be delivered to you is NOT allowed - per the FTC. So, they're already violating the Fair Debt Collections Practices Act (FDCPA). Causing the phone to ring to annoy is also a violation.

You need to read the FDCPA and get REAL friendly with it, learn your rights and the limitations of 3rd party collectors. If this is the original creditor, they are not bound by the FDCPA, sadly enough.

The thing to do is just NOT answer those 'unknown' or 'out of area' calls. They will only harrass, threaten and try to intimidate you - don't let them. If you don't have the money to pay them what they are demanding, there's no point in stressing yourself out talking to them, so don't. They can't do ANYTHING until and unless they sue you and win a judgment, regardless of any threats they may make to the contrary.
