CA has a very specific procedure for A&S agreements, I hope you followed those rules.

I'm not surprised that MBNA and later W&A have ignored the A&S, despite the strong rules and protection provided by CA consumer laws. You may have to push the issue to the point of a lawsuit against them to make the honor the A&S. Its not going to be easy and you might want to consult a CA consumer protection lawyer.
