What if CA won't give address?

How are you supposed to send a C&D if the CA wont give their address? I asked one of them what their address was and he said "oh you want to send a Cease and Desist, right?" I said "ahhhh you know how this works"...he said by law he is under no obligation to give out his address. Now what?
