NCO for NEXTCard debt

I received a letter today from NCO saying they are assisting Nextcard in collecting the owed late payment.. There is a sentence that I'm not sure about and was wondering if it is true: "Unless you notify this office within 30 days after receiving this notice that you dispute the validity of the debt or any portion thereof, this office will assume this debt is valid." Does this mean that if I don't send a validation letter then its automatically validated? I'm confused.
This debt still has roughly 100 days to charge off date. Should I be validating so soon or just ignore them for now since i have no money?
