putting a civil claims judgement on someone

How do you put a Civil Claims Judgement on someone?
I guess thats what I'm asking, basically I got screwed over by this person who leases out commercial office spaces. He basically got me to sign the contract and in the contract he put down the space was being leased for a Dance Studio, which it was. He also stated that the lease could not be broken. But I didn't know this because as I started to read it he assured me that the contract is a "basic" contract that everyone uses and that there was no need in reading it. Then after I signed it he took the money and the contract and said he would take the contract to the owner to have the owner sign. I was uncomfortable about this but my stupid ass let him anyway. Three days later I finaly got a hold of him and got a copy of the contract and read through it and found the thing about it cannot be cancelled.
Well it didn't matter because I wasn't planning on cancelling at the time anyhow.. So I went down to the Planning Department to see about getting a license and they said it was a restricted area and a "Dance Studio" could not be in that building. So now I'm stuck in this lease. He won't let me out and he won't give me my money back. It has been 11 months since this went down and I've had zero luck with him.
So now I want to get my money back and get out of the contract.. or at lest put back marks on his credit report and screw him up that way.. It was $3800.00 he took from me. Plus about $700.00 in local advertising. I had to call all my clents and cancel the classes and explain why.. very embarrassing.
