I need help with default on student loan..

I need some serious advice. I just found out yesterday that I am default on a student loan from 1989 that my mother applied for, she is now deceased.

Here's the story...

I owe the IRS back taxes from my inheritance I received in 1993. I spoke to a taxpayer advocate who said they would discharge all debt. He also said my refunds are levied by the Department of Education for the student loan in the amount of $5500. I called the Department of Education and was told that the levy is permanent and cannot be reversed even with payment schedule. Is there any way to reverse this levy? The advocate said he would send back my refund so that I could get this cleared.

Any info would be greatly appreciated...
