Violation of C&D letter (sorry, long)

We have 4 medical debts with 4 different collection agencies. We have 2 children and are on a very limited income and are only able to pay $20 a month on each one. One of the collection agencies (current balance $1,093.81)was really harrassing us to pay more. After one particularly abusive call (which I reported to the FTC and local BBB), we sent a cease and desist letter certified mail along with our $20 payment for March. The same day they received the C&D, may husband found a letter from them at his job hanging on his clipboard saying they had verified his place of employment and asking his permission to set up an arrangement to have the balance taken out of his check. He called the number and told the guy they did not have his permission to do this. The guy acknowledged they had received the C&D letter that morning. My husband explained our situation to him once more, and the man said fine, pay what you can when you can. Today, I received a call from another guy from this collection agency. I told the guy we had sent them a C&D and unless he was calling to say they would not contact us anymore or to say they were taking further action, he was in violation of it. He said he didn't know anything about any C&D and then proceeded to harass me to agree to pay more than $20 a month and trying to get me to give him my husband's income info. We have the signed receipt from the certified letter and a copy of the letter. I filed a complaint regarding the violation with the FTC and my state's (TN) attorney general's office. Is there anything else I should do?
