Where do we make violation complaints to?

I see a lot about making complaints about CA's. First, do we need more than one complaint? Can we go directly to FTC website and send complaint there? What about AG? How do we contact them? Debts are from Michigan, still in sol, being told I am a theif and going to jail by LJ ROSS & ASSOCIATES for 102.00 bounced check. Bounced the check in 6-2002. Was an honest mistake, not criminal intent.
